Boosting Sustainable Finance in Viet Nam

The European Investment Bank (EIB) is preparing to roll out one of its flagship advisory programmes, the Greening Financial Systems Technical Assistance (GFS TA) in Viet Nam. This initiative is supported through the Greening Financial Systems Fund, whose first contributor is the German government through the International Climate Initiative (IKI), recently joined by the Ministry of the Environment, Climate and Biodiversity of Luxembourg.

The initiative aims to strengthen Viet Nam’s financial sector in integrating climate considerations into decision-making and regulatory frameworks. Under the programme, the State Bank of Viet Nam (SBV) will receive targeted support to enhance climate risk management, expand green finance markets, attract international investment, adopt global best practices, and develop sustainable finance policies.

The collaboration with SBV is one of two components of the GFS TA Programme. The second component focuses on providing hands-on, tailored support to up three partner financial institutions of EIB. The TA will help financial institutions integrate climate risk management, develop bankable green project pipelines, and increase financing in priority sectors such as energy.

“By equipping financial institutions with the tools and knowledge to assess climate risks and identify green investment opportunities, the programme will help scale up financing for Viet Nam’s low-carbon transition”, said Isabelle Van Grunderbeck, Head of Financial Inclusion Unit in EIB Advisory services. “The advisory services will directly contribute to the implementation of Viet Nam’s Just Energy Transition Partnership (JETP), supporting the country’s ambition to accelerate the transition to a more sustainable and resilient energy system.”

“Strengthening the financial sector’s capacity is a crucial step in unlocking the significant investment needed to achieve national climate and energy goals. With donor funding already approved, implementation of the Technical Assistance is expected to begin in the coming months.” said Dragana Tanasic, Programme Manager for the GFS TA.

Through this collaboration, IKI continues to play a pivotal role in supporting Viet Nam’s climate finance ecosystem, helping bridge the gap between policy ambition and practical investment in sustainable development.
